موقف الحسن الثاني من عدم تنفيذ اتفاقية تسوية الحدود المغربية الجزائرية ( اتفاقية 9 شتنبر 1961)

Résumé
منذ احتلال منطقة المغرب الكبير، عمدت الدول الاستعمارية إلى خلق مشاكل حدودية بين هذه الدول، ولم يسلم المغرب والجزائر من هذه المشاكل، بحيث أن فرنسا وبعد دخولها للمغرب والجزائر عمدت إلى تقسيم أراضي التابعة للتراب المغربي وإلحاقها بالجزائر. وفي هذا السياق قامت الحكومة المغربية (الحسن II) والحكومة الجزائرية المؤقتة (فرحات عباس) إلى عقد اتفاقية لتسوية الحدود المغربية الجزائرية (9 شتنبر 1961). فقد نصت هذه الاتفاقية على أن المغرب سيساند الشعب الجزائري في معركته ضد الاستعمار، والدفاع على وحدته الوطنية، وسيعارض أي تقسيم للتراب الجزائري، وبالمقابل تعترف الحكومة الجزائرية بأن مشكلة الأراضي التي أقرت فرنسا حدودها بصفة جائرة سيوجد لها حلا بواسطة المفاوضات بين الطرفين لكن بعد استقلال الجزائر ظهرت مجموعة من التطورات على أرض الواقع، بحيث قامت الحكومة المغربية بمطالبتها بتنفيذ الاتفاقية المبرمة بين الجانبين، لكن تعذر عليها ذلك، بسبب تغير المواقف الجزائرية التي أصبحت ترى أن الاتفاقية المبرمة لم تعد صالحة، وبالتالي أقرت الجزائر بأن المغرب تجاهل مجموعة من الحقائق باعتبار أن الحقوق التاريخية لمغربية الأراضي قد تجاوزها الزمن، إضافة إلى أن منظمة الوحدة الإفريقية اعتمدت مبدأ احترام الحدود الموروثة عن الاستعمار.
