النمـط الانتخـابي اللبناني بين رهان الديموقراطية وحصار الطائفية

الملخص

لا يمكن تناول تجربة النمط الانتخابي اللبناني دون العودة إلى جذور تكوّن المجتمع اللبناني منذ ما يزيد على ثلاثة قرون من الزمان..هذه العودة تجعل الباحث يقف على الكثير من القواعد الأساسية التي تناوب عليها النظام التمثيلي اللبناني.. وهو نظام نشأ في أحضان التدخل الغربي في نسيج المجتمع اللبناني منذ بدأت الامتيازات الأجنبية تترسّخ في هذا النسيج في نهايات النفوذ العثماني على البلاد العربية، حيث كان للطائفية دور بارز في تحديد الكثير من مقوّمات المجتمع اللبناني وبالتالي اختيار الأنماط الإنتخابية التي سادت في المناطق اللبنانية تبعاً لأوضاعها الطائفية التي كانت الأساس في تحديد نوع الحكم وهيمنة طائفة على أخرى عن طريق منحها الإمتيازات وتقويتها على حساب الطوائف الأخرى. وبناء على ذلك فإنّ هذا النظام التمثيلي الانتخابي قد انبثق في أواسط القرن التاسع عشر مستنداً على النفوذ الذي تحتله هذه الدولة الأجنبية أو تلك، ومدى تبنّيها لطائفة من الطوائف.. لذلك كان أول كيان سياسي لبناني طائفياً بامتياز، وقد تجسّد في نظام المتصرفية الطائفي الذي وُضع قانونه الأساسي في العام 1864 وابتدأ العمل به في العام نفسه واستمرّ إلى حين قيام الحرب العالمية الأولى، وكانت له مؤسساته التمثيلية وعلى رأسها رئيس مسيحي يدير الدولة وفاق ما حدّده الغرب وأعطى فيه سلطة الهيمنة للعنصر المسيحي..
